Section 0
This act of law of Hokoria is enforceable by the Central Government of Hokoria, as per the Declaration of Independence.
Section 1
The Council of Representatives is the legislative body of the State of Hokoria.
Section 2
There are six positions within the Council of Representatives. The holder of a position is known within the Council of Representatives as a Provincial Representative.
Section 3
Every province of the State of Hokoria should have a democratically elected Provincial Representative. Provincial Representatives should be elected by citizens in their province every 3 months.
Section 4
The Provincial Representative for Kojima Island should not be democratically elected by citizens in their province. The Head of State should hold this position.
Section 5
Legislature should be passed through the Council of Representatives as part of a proposals process that has 4 stages: the initial reading stage, the preliminary reading stage, the vote reading stage and often the public reading stage.
Section 6
During the initial reading stage, any Provincial Representative may present their proposal (as the ‘proposal author’) during a session of the Council of Representatives. Opportunity should be given for those present at the session to discuss the proposal, as well as to make any suggestions and criticisms about the proposal. The proposal author may choose whether or not the proposal is moved onto the preliminary reading stage.
Section 7
During the preliminary reading stage, the proposal author should present their proposal to the Provincial Representative for Kojima Island. The Provincial Representative for Kojima Island should then inform the Council that they’ve ‘approved’ or ‘denied’ the proposal moving on to the vote reading stage. Should the proposal be ‘approved’, the vote reading stage should begin.
Section 8
The proposal should start the initial reading stage again if the preliminary reading differs greatly enough from the initial reading stage. The proposal cannot be amended between entering the preliminary reading stage and leaving the public reading stage.
Section 9
During the vote reading stage, the proposal author should present their proposal to the Council of Representatives. The Provincial Representative for Kojima Island should then commence a vote of the Council of Representatives. Should a majority of all participating Provincial Representatives within 96 hours vote to ‘approve’ the proposal, the public reading stage should begin.
Section 10
During a vote of the Council of Representatives, each Provincial Representative is granted a single vote that they may use. They may vote to either ‘approve’ the proposal, ‘deny’ the proposal or to ‘abstain’.
Section 11
The Provincial Representative for Kojima Island is not permitted to vote during votes, but may nullify any vote within the Council of Representatives.
Section 12
Unless the Provincial Representative for Kojima Island informs the Council of Representatives that the proposal should not enter the public reading stage for national security reasons, the proposal should enter the public reading stage.
Section 13
During the public reading stage, the Provincial Representative for Kojima Island should set out a date for the proposal to be enacted. The proposal should be publicly released and will come into force at 00:00 on the day of enactment.
Section 14
There should be at least 1 session of the Council of Representatives per month, organised and overseen by the Provincial Representative for Kojima Island or someone given permission by the Provincial Representative for Kojima Island to do so.
Section 15
Provincial Representatives, with the exception of the Provincial Representative for Kojima Island, should serve for up to 3 months at a time. At the end of each term, an election should be started by the Head of State.
